ADEQ Water Quality Improvement Grant (WQIG) of $124,460 to improve and protect the San Francisco River on the Apache-Sitgreaves National Forest’s Pleasant Valley grazing allotment, permitted to the Martinez Ranch. In August 2004, the Clifton Ranger District cancelled the allotment’s grazing permit for noncompliance with the Endangered Species Act and ordered the permittee, Abe Martinez Sr., to remove his cattle within 30 days. He failed to comply and in 2005 the Forest Service impounded his cattle and sold them at auction to recover the agency’s expenses.
