Habitat conservation plan (HCP) drafted in 2015 for the San Rafael Ranch in order to comply with the Endangered Species Act. The ranch gets special use permits to graze cattle on adjacent Arizona State Parks land in the San Rafael State Natural Area, which includes a stretch of the upper Santa Cruz River.
