Draft Coordinated Resource Management Plan (CRMP) completed in 2014 for the Horseshoe Ranch, which includes the BLM Hassayampa Field Office’s Horseshoe grazing allotment, and the Tonto National National Forest’s Copper Creek grazing allotment. The BLM’s Horseshoe allotment is located in the Agua Fria National Monument. A final decision was never issued for this CRMP, because the BLM and Forest Service are required by law to follow different procedures for implementing livestock management plans on their grazing allotments. Furthermore, the “collaborative” CRMP drafting process promoted by the Arizona Game & Fish Department hadn’t met NEPA legal requirements.
